He's continuing his discussion from the previous verse about each person doing what's right in their own heart.  Whatever convictions the Word of God brings to your heart, you must be fully persuaded that this is God’s will for you.  In order to do that you will need to seek the Lord on a regular basis.

He will show you the truth when you open your heart to Him rather than taking everyone else’s  opinion about what is right for you.  You will need to allow Him to persuade you or convince you of what is truth by opening your heart to Him.

True faith in God is a persuasion in your heart of His will.  Faith is of the heart and it is a rock solid conviction that you have an understanding of His will for you through His Word.  If you are fully persuaded then you are fully convinced of what the will of God is.
