34: Let your women keep silence in the churches: for it is not permitted unto them to speak; but they are commanded to be under obedience, as also saith the law.
35: And if they will learn anything, let them ask their husbands at home; for it is a shame for women to speak in the church.

Verse 34 is taken in light of verse 35.  He’s talking of wives learning or asking questions of their husbands during a church service (In the original language they didn’t have separate words for wife and husband they used woman and man.  These verses are talking about wives, not about all women).

He’s talking about wives disrupting a church service by asking their husband questions.  He doesn’t mean a woman is never permitted to speak in church because in 1 Corinthians 11:5 he gives guidelines about how a woman should pray or prophesy in a church service.  This is referring to learning and asking questions during church.
